Financial Analysis Services

The vendor required to provide financial analysis services related to true-up reconciliation and auditing activities, which must be completed on a reporting year basis, for net new tax revenue calculations and annual subvention payment amounts for the project.
- Requirement:
•    Facilitate with city staff and the project owner to implement an approach and methodology that utilizes the same data sources, assumptions, and methods used for previous true-up reporting. 
•    This ensures consistency with the established framework of the subvention agreement;
•    Determine if any unreported sales should be included in the calendar year dataset, to ensure all net new tax revenues are accurately accounted for; 
•    Coordinate with the city’s office of finance, and other agencies such as department board, to gather sales and use tax records of project tenants that may not be obtainable solely from the project owner, as the subvention agreement requires access to tax records for true up calculations; 
•    Conduct a review of the true-up report submitted by the project owner, submitted to the city by march 15th of each year. 
•    Amounts in the true-up report shall be validated against auditable back-up information (e.g., tax bills, invoices, and sales reports) to verify actual tax revenue receipts; 
•    Provide a report of findings and recommendations to the city as a deliverable. 
•    Reconciliation of actual verified true-up numbers against the estimated subvention payment for the reporting period.
•    Provide recommendations on efficiencies on future implementation of the annual true-up processes, and provide other financial analysis services related to the subvention agreement or project, as directed by the city.
