RFP Description

The Vendor is required to provide for providing the NG911 Computer-Aided Dispatch (CAD) solution, its implementation, maintenance and support and relevant professional services.
- The key deliverables include but are not limited to:
•    Replace the current FDM Computer Aided Dispatch system
•    Provide CAD-to-CAD integration with Services
•    Integration with agency MDT (Mobile Data Terminal)
•    Legacy system and other source data migration
•    Web integration services
•    Application Integration services
•    System Integration services
•    End users, support staff and administrators training
•    Vendor project management services
•    Software maintenance and warranty services.
- The Computer Aided Dispatch (CAD) Solution
•    A turnkey system with associated interfaces for agency and Fire dispatch center with an integrated mapping software shall be provided.
•    The system will perform functions such as but not limited to:
o    Call Handling and CAD event creation
o    Incident management
o    Dispatch support
o    Resource management
o    Supplemental resource request
o    Incident Reporting and Analytics
o    Incident disposition
- Ability to provide remote data access to the administrator access account.
- Must have real-time bi-directional data integration between all components of the solution where applicable (e.g. CAD-RMS).
- The system shall be operational 24/7, 24 hours a day, seven (7) days a week with a target uptime of 99.9%.
- Solution (client-server model, web-client) and the hardware components (database, application server, and web server, etc.)
- Ability to send health and performance statuses to the City (for example, as indicated by metrics such as user performance metrics, availability, and infrastructure metrics, etc.).
- Solution must support clustering, fail over and fail back to support patching, maintenance, etc.
- Create a security audit log for the following security events:
•    Successful logon
•    Failed logon attempt
•    Authorized data access attempt
•    Unauthorized data access attempt
•    System change
•    Data change
- Use internal controls for auditing data change events (for example, timestamping, event types, and user id, etc.).
- Provide the highest level of security in its approach to architect, design, and implementation
- Provide Azure Active Directory integration for identity management and access control (e.g. Single On)
- Solution has tools, process, and approach that support loading historical or setup data.
- Provides user defined fields, and whether they can be configured by the business user.
- Utilize data driven drop-down lists to facilitate entering information quickly. The drop-down lists should be maintainable by an authorized role.
- Must provide a complete list of GIS datasets and schema requirements used by the system for call validation, address verification, and vehicle routing.
- Ability to measure and report on compliance with response guidelines based on the agency being dispatched for, call classification, location of incident and apparatus availability/location.
- Dispatch by civic address, Intersection, GPS coordinates, named Location, selected location on map, and Emergency Response Zone (ERZ).
- Provide the ability to access a real-time GIS base map and layers such as fire hydrants. Out of service hydrants should highlighted.
- Log all significant actions required to dispatch a call (for example, when apparatus are attached, when determinate defined, etc.).
- Capture and maintain building property attributes (such as property protection devices, contact information, vital alerts, known aliases, etc.).
- Provide ability to auto recommend address lookups using Geocode services.
- Translate GPS coordinates into street address.
- Must provide bi-directional Roster update between the CAD and RMS system associating manning with an apparatus and have the ability to add/change manning as required.
- The system must be able to utilize Automated Vehicle Locating (AVL) to recommend closest unit based on real time data passed between the Mobile CAD (In vehicle system) and the central CAD system. (Based on Enterprise Web Services).
