The vendor required to provide enterprise resource planning (ERP) software solution is approaching end-of-life.
- The county by documenting current capabilities, pain points, and limitations; mapping business processes and system integrations; defining functional and technical requirements; and preparing the foundational artifacts necessary to proceed with ERP solution selection.
- Microsoft dynamics GP with the diamond municipal add-on and supported by central square.
- The consultant must develop a comprehensive understanding of the county’s existing environment, including but not limited to:
• Financial accounting
• Accounts payable and accounts receivable
• Payroll
• Taxation and assessment
• Commerce
• Utility billing
• Animal registration
• Inventory and work orders
• Project costing
• Reconciliations
• Resident self-serve portal
• Integrations with dependent systems and data sources.
- Consultant responsibilities
• Develop a detailed work plan and schedule for requirements gathering, including defining the appropriate level of detail for requirements
• Engage county stakeholders through interviews, workshops, and facilitated sessions
• Map and document current-state business processes in a maintainable format
• Identify and document system integrations, data flows, and dependencies
• Develop traceable requirements and classify them as mandatory (must-have) or optional (nice-to-have)
• Identify opportunities for process improvement, efficiency, and risk reduction
• Conduct ERP market research and vendor analysis
• Develop a project charter, including high-level budget estimates, resourcing considerations, and implementation timelines
• Prepare and manage the ERP solution process
• Facilitate RFP evaluations, scoring, and vendor selection
• Ensure alignment with municipal legislation, regulations, best practices, and internal policies and bylaws throughout the engagement.
