The vendor required to provide flexible faculty information system (FIS) to address the management of faculty data, including tracking teaching activities and engagement, research and scholarship related activities, and health care delivery related efforts, responsibilities and accomplishments, including voluntary faculty and community educators.
- Technical requirements
1. System architecture
• Be compatible with computers operating windows and macOS.
• Be cloud-based and hosted entirely by the bidder on servers located within the continental country.
• Support a single sign-on (“SSO”) for upstate employees and a username and password for external applicants or users.
• Provide upstate system administrators with the ability to configure security roles for all user account types, whether the user is internal or external to upstate.
• Configurable security roles shall allow for granting read only or edit capabilities to the FIS’ menus, modules, and related functionality.
• Provide data encryption and secure user authentication (e.g., multi-factor authentication).
• Provide upstate system administrators with access to an audit trail for all user accounts (internal or external) which logs transactions occurring.
• Be compatible with microsoft edge, google chrome, Firefox and safari.
• Provide a mobile portal application, such as mobile-responsive, browser-based web solution accessible from mobile devices using iOS and android to enable searching for information, reviewing documents, and submitting inquires to college.
• Must provide evidence of compliance with these requirements, including accessibility testing results and written documentation verifying accessibility.
• In the event electronic and information technology (EIT) provided under this agreement does not fully conform to the standards set forth above, bidder will promptly advise state in writing of the non-conformance and provide detailed information regarding the plans to achieve conformance, including but not limited to an intended timeline.
• Contractor agrees to promptly respond to and resolve any complaint regarding accessibility of its products or services.
2. System modules and functionality
• Include a faculty lifecycle management platform structure to support faculty data from recruitment through retirement, including the ability to organize information related to faculty-related processes such as pre-appointment, appointments, onboarding, reappointments, position change management, separation and retirement.
• Include a faculty evaluation platform with a customizable workflow for establishing annual agreements of faculty academic expectations.
• Workflow must include the ability to track faculty efforts, responsibilities and goals, roles, and accomplishments, which span the areas of education, research, healthcare delivery (clinical) and service.
• Include a comprehensive promotion and tenure management platform to organize, manage and track timelines, information and document collection, reviewer and committee assignment, and workflow for decision processes.
3. Reporting and analytics
• Provide configurable report building capabilities and customization for advanced reports allowing upstate to create basic-to-complex operational and managerial reports, as well as ad hoc reports for a range of business and operational needs.
• Include customizable reporting tools for compliance report generation for accreditation and compliance purposes
4. Data management
• A centralized data repository providing a single source for all faculty data included consolidated faculty profiles with biographical information, academic credentials and certification tracking, position details, research or clinical interests and specializations, scholarship tracking, teaching assignments and faculty development tracking.
• Data integration capabilities to integrate with up state’s current human resources (HRIS) system (oracle), payroll systems, and research administration systems to import and export data.
• Demographic and compliance tracking allowing for comprehensive demographic data management for reporting including an audit trail, documentation and historic data retention, and data retrieval.
