1. Virtual audit functionality
• Explanation as to whether the software has been validated against ASHRAE standard 140 “standard method of test for building energy simulation computer programs”, including results of testing or rationale as to why it has not been tested
• The software must demonstrate, to the city's satisfaction, that it can audit a building's energy performance by aligning with practices described by ASHRAE standard 211 “standard for commercial building energy audits” practices, including:
o Facility and equipment description
o Historical utility data
o Building end-use breakdown
o Energy-saving opportunities
o Low-cost and no-cost savings
o Capital project recommendations
o Renewable energy opportunities
o Energy savings and cost estimates for energy efficiency measures
o Economic analysis

3. Provides a decarbonization plan using audit result for a commercial building that includes:
• Energy usage data and associated emissions
• Building performance benchmarking
• Identification and prioritization of energy efficiency measures (EEMs)
• Recommended retrofits
• Recommended changes to operation and maintenance procedures
• Projected EEM implementation costs and savings.

• Evaluate usage and document issues and resolutions for continuous improvement
• Maintain and update the software, as needed, and address any technical issues that arise
• Provide user set-up and ongoing troubleshooting support
• Provide both software-specific and city-specific educational resources and training for users
• Provide quarterly reports on data analytics and platform engagement, including metrics recommended by the proponent, potentially including:
o Number of building profiles created
o Number of customer requests for technical support
o Reporting on customer satisfaction

• The website pages shall load in ≤ 3 seconds with > 1,000 simultaneous users
• The platform shall support 20,000 users without performance deterioration
• Users shall be able to interact with the software in english
• Building owners and operators shall be able to access the software using a desktop and a mobile device
• The platform shall be compatible with the latest versions of major browsers such as, but not limited to, google chrome, microsoft edge, Firefox, and safari.
• The successful proponent shall ensure that the software remains fully compatible with all major browsers throughout the two-year contract term by implementing all necessary updates and adjustments promptly when compatibility issues arise
• The successful proponent shall be responsible for hosting the software in the proponent’s secure cloud environment for the full duration of the contract, ensuring compliance with all applicable privacy and security standards, including FOIPPA and soc 2 best practices.
