RFP Description

The vendor required to provide parking management solution that is capable of being integrated -preferably without customization - with its preexisting infrastructure and supporting software applications, and allow for university branding of the platform.
- Functional capabilities
1. Permit management
•    Issue, track, and manage virtual parking permits for multiple user groups and permit types. 
•    Support for permit inventory, fulfillment, payment, billing, and revenue reporting.
•    Enable permit holders to update vehicle registration information. 
•    Manage waitlists for oversubscribed permit types, including automated notifications and offer workflows. 
•    Process permits returns, exchanges, proration, and refunds. 
•    Configure and manage sales tax for applicable permit types.
•    Ability for customers to select and purchase eligible permits.
2. Citation management
•    Issue citations and warnings, with integration to DMV lookup services.
•    Accept and process citation payments, billing, and exportation to third-party collections.
•    Administer and report on citation appeals, including online submission and tracking.
•    Provide dashboard and ad-hoc reporting for citation activity.
•    Integrate with boot and tow services and enforce university policies.
•    Ability for customers to view, pay, or appeal issued citations
3. Customer and vehicle management
•    Create and manage university and non-university user accounts.
•    Import and export customer and vehicle data to and from external systems.
•    Support for large-scale databases of customer and vehicle records.
•    Manage rental vehicles and associated permit assignments.
•    Ability for customers to view active permits and manage associated vehicles.
4. Payment processing
•    Integrate with university-approved payment platforms for point-of-sale and online payments.
•    Support multiple payment methods, batch payment imports, and customer payment plans.
•    Enable online payments for users with and without university network access.
5. Communications and notifications
•    Automate email, postal, and web-based communications for permits, citations, appeals, and reminders.
•    Provide customizable notifications and administrative messaging to users and administrators.
6. Reporting and analytics
•    Offer a suite of administrative diagnostic, reporting, and setup tools.
•    Deliver dashboard and ad-hoc reporting for permits, citations, revenue, enforcement, and compliance.
7. Integration and interoperability
•    Seamlessly integrate with existing university infrastructure and third-party applications
•    Enable real-time data synchronization with enforcement devices and platforms.
•    Import and export data to university systems (e.g., student information system, financial system).
8. Enforcement and mobility
•    Support LPR vehicles and handheld enforcement devices, including hardware provisioning.
•    Integrate with GIS data for location tracking and enforcement.
•    Provide mobile enforcement software compatible with university platforms.
