RFP Description

The Vendor is required to provide of identifying quality workplace creator platform solutions designed to support digital learning delivery, training, development, content creation and skill development addressing the needs of varying agencies across the state.
- Information to help the State:
•    Identify available marketplace solutions and emerging technologies.
•    Understand platform capabilities, licensing models, security controls, and integration requirements.
•    Assess solutions that support both centralized and decentralized training functions.
- Current eLearning and training platforms vary by agency.
- The State is exploring modern platforms that enable both technical (e.g., IT software) and non-technical creators (e.g., program staff, HR, training coordinators) to build, manage, publish, and measure digital learning content efficiently and securely.
- Solution’s software license/subscription framework, delivery requirements and rules for transferring licenses/subscriptions.
- Provide a description of your company’s public sector experience providing eLearning and training content creation solutions, including implementation and ongoing support.
- Solution’s collaboration functionality, content management, mobile accessibility and offline capabilities.
- Solution’s training and knowledge transfer process to administrators and content managers.
- Solution’s transition approach, including tools, methods and/or support that will be used for data extraction, transformation, and loading (ELT), a transition timeline describing key phases and milestones and the overall transition training process.
- Content Authoring and Design Capabilities
•    Intuitive, no-code/low-code authoring tools usable by non-technical staff 
•    Support for multimedia content (video, audio, graphics, screen recording) with transcriptions and access to an expansive photo/media library 
•    Interactive learning elements, including quizzes, assessments, scenarios, and branching logic 
•    Support for storyboards, layering, animations, layout customization, and flexible block-based design 
•    Font, color and branding customization, including storage of logos, fonts, and color hex values 
•    Support for slide -based and page -based course authoring, including timeline or slide sequencing, slide duplication, and slide -level navigation controls 
•    Micro learning and modular content creation and management 
•    Ability to apply or decline live /real -time updates without requiring course republishing 
•    Ability to auto -generate voice narration from input text 
•    Single sign -on support
- Content Management, Collaboration & Governance
•    Collaborative content development across agencies with role -based access 
•    Centralized content repository for training materials and shared assets 
•    Reusable templates, standardized formats and shared resource libraries accessible directly within authoring environment 
•    Version control and update tracking, including change history and rollback 
•    Review and approval workflows supporting cross -agency governance, including inline commenting, feedback resolution, and versioned review cycles 
•    Ability to reduce duplicative training efforts through reuse and adaption of content 
•    Capability to distribute standardized content across multiple agencies.
