Election Night Report System

The Vendor is required to provide for an election results monitoring solution that is compatible with the state's election systems and software (ES&S) voting machines and meets technical and security requirements established by the state and enterprise technology strategy and services (ETSS).
- The replacement system will be a commercial off the shelf system and (COTS) utilize a modern user experience that is scalable and secure and must be fully compatible with data generated by the Election Systems & Software (ES&S) voting system.
- Data Compatibility & Import:
•    The replacement system must be compatible and be able to ingest files produced by the state’s election systems & software (ES&S) voting system 
•    Ability to import both .csv and .xml files that contain election data generated by the ES&S system.
•    Ability to upload duplicate results files without modifying results which have already been updated using the same file.
- Results by voting groups, including the following, but with the capability to support additional groups as necessary:
•    Early Voting
•    Election Day
•    Mail Ballots
- Reporting percentage by precinct, including
•    Ability to display the precinct number and name of the precinct physical location
•    Ability to display an accurate reporting status for a precinct dependent on whether none, partial, or all ballot tabulators assigned to the precinct have reported election night results.
- Reporting status by:
•    Voting Group
•    Precinct
•    Municipality
•    Congressional district
- Results by geographic location:
•    Statewide
•    Congressional district
•    Municipality
•    Precinct
- Ability to produce and display results for primary elections (by political party)
- User Experience Requirements:
•    Displayed results must be fully responsive and effectively displayed on both desktop and mobile browsers
•    Results must auto-refresh when updated
•    Reporting site color and images must be customizable and allow the Board seal to be prominently displayed
•    Ability to display a customizable message in the event of a service disruption
- System must include and migrate historical election results to the replacement system
- Ability to remove/delete data, adhering to applicable data retention and privacy standards.
