RFP Description

The vendor required to provide key management system for include:
- Each system shall:
•    Be capable of controlling a minimum of 50 sets of keys* 
•    Be capable of managing up to 50 users* 
•    Be capable of interfacing with Wiegand, alarm, access control system and cctv systems* 
•    Be capable of interfacing with Lenel/s2 server applications for access control* 
•    Have a minimum of 3 relay outputs for customer defined monitor or control functions such as video recording, alarm activation, communication to control or annunciator panels, fire alarm, security systems, etc. 
•    Function in stand-alone operation with import and export functions via USB
•    Provide automated data back-up.
- Power
•    The system shall have two power sources, mains and battery*
•    Solution shall include an internal power supply with battery backup allowing at least a 24-hour autonomy. 
•    This time period is subject to change depending on the backup battery configuration and frequency of use whilst the system is running.
- Key fob
•    Each key fob shall contain a guaranteed unique 48-bit electronic internal identification number through touch memory, such that any key details are only visible to a system user by inserting the key fob into the cabinet receptor slot.
•    Key fob shall be:
o    Rated to ip67* 
o    Made of nickel-plated brass {not of plastic or resin-based material). 
o    Capable of being locked by electrical solenoid into the port on the receptor strip within the cabinet. 
o    Physically non-reversible and thus cannot be placed in the key cabinet backwards, such that it fails to be detected and locked into position. 
o    Received into the receptor slot without requiring the manual turning or positioning of the fob to lock into place. 
o    Capable of working within the temperature range -30c and +soc.
•    Key fob details shall not be visibly apparent to a person who picks up a key set 
•    The key fob shall provide physical electrical contact when inserted in the key port 
•    The key fob and security seal shall be waterproof to a depth of 10m 
•    All keys, key sets or other assets shall be securely attached to the key fob by means of a one-time use, tamper evident security seal*
- Control cabinet
•    The key cabinet shall be designed to provide a method of issuing and controlling keys. 
•    The key cabinet shall provide near real-time information as to the current user of a key, the previous user, as well as a complete history of the key usage*
•    The key cabinet shall restrict access to individual keys thus enabling cost effective and efficient management of keys, reducing losses as well as time and energy trying to locate misplaced or "taken home" keys. 
•    The key cabinet shall consist of a single cabinet or multiple cabinets all able to operate independently (stand-alone) as well as be networked to operate within a single key and asset management software database. 
•    Each key fob within the key cabinet shall contain a guaranteed unique 48-bit electronic security id number*
•    Electronic key cabinet to be compatible with Lenel/s2 server application* 
•    The key cabinet shall have the option to use locking key fob receptor strips, non-locking key fob receptor strips or a mixture of both within the same key cabinet. 
•    Locking key fobs shall be released via a button or command, and have the capacity to be automatically vended as defined by the access level.
•    The key cabinet shall support Wiegand proximity card readers* 
•    The key cabinet shall be capable of requiring at a minimum, two {2) different types of authentications for each authorized user. 
•    The key cabinet shall provide the facility for 2nd and 3rd level authorization. 
•    This feature shall ensure that at any one time, at least 2 or 3 people must present their credentials to draw a particular key* 
•    The key cabinet shall specify the process for a local user to release a key from the cabinet. 
•    The key cabinet shall allow an administrator or remote user with authorization to release a key remotely across the network for a local user at a cabinet. 
•    The key cabinet shall allow for authorized users access to all keys (i.e. Non-locking strips) * 
•    The key cabinet shall allow for authorized users access to designated keys only (i.e., locking strips), while all other keys remain securely locked. 
•    The key cabinet shall require individual or multiple key positions to be illuminated by a led showing correct key fob(s) to take. 
•    The key cabinet shall require key positions to be illuminated by a led showing correct port for the return of a key fob. 
•    The key cabinet shall be able to search, view a list of keys in the system and release or vend a key fob based on position number, description or name.
