The vendor is required to provide a Hud exchange knowledge management platform is for comprehensive systems development and website operations for HUDx.
- Knowledge management services under this contract:
(1) project management
(2) website hosting and administration;
(3) website operations;
(4) website improvements; and
(5) marketing.
- Performance dashboard:
• The HUD Exchange analytics dashboard aggregates data from across multiple sources, including HUD
Exchange, the Learning Management System (LMS), and YouTube to help HUD analyze the effectiveness of its technical assistance program.
• The Contractor shall operate and maintain the dashboard in a functional and accurate state.
• The Contractor shall review the analytics dashboard with the Government within 30 calendar days of the start of each Federal fiscal quarter to identify updates to the content or design of the dashboard.
• The Contractor shall implement changes identified during the quarterly review of the performance dashboard within 30 calendar days of completing the review.
- Systems improvement and maintenance shall ensure the website, systems, and tools remain operational by updating systems and software releases on an ongoing basis. The Contractor shall scan for and resolve bugs, system glitches, and other functionality issues that impact HUD Exchange and its components no less frequently than monthly. The Contractor shall resolve known issues within 30 days or a time approved by the Government. The Contractor shall deliver a systems maintenance log resulting from systems scans monthly.
- Content development and validation:
• The Contractor shall manage all website content updates and revisions. Content updates include but are not limited to file uploads and removals; webpage modification, creation, and removal; drafting and delivering listserv messages; creating and publishing social media content; publishing and removing YouTube videos; adding and removing content from the Learning Management System.
• The Contractor shall develop webpages and standard webpage and file templates, as appropriate to facilitate content updates that promote an effective user experience.
• The Contractor shall not publish updates to the production website environment without Government approval.
• The Contractor shall maintain adequate infrastructure to allow Government review of staged content,
prototypes, and best testing in a non-public environment. The Contractor shall verify all files and applications are functional before publishing updates to a production environment. The Contractor shall not publish updates to the production environment without Government approval.
• The Contractor shall ensure all content updates include necessary changes to website system maps, menus, links, and breadcrumbs.
- Integrated web applications
• The Contractor shall maintain all HUDx integrated website applications and tools, including but not limited to the Adobe Learning Management System, Ask A Question helpdesk, TA Request Portal tool, Grantees database, and Income Eligibility Calculator, in an accurate and functional state for the period of performance.
- User account management
Mobile compatibility The Contractor shall routinely scan and validate that HUDx components and content are compatible with all typical mobile devices, including smartphones and tablets running standard operating systems, such as Android and Apple iOs, etc. Upon identifying issues, the Contactor shall notify HUD and take reasonable steps to resolve the issue. The Contractor shall manage the creation and maintenance of user accounts and permissions.
• The Contractor shall ensure users are able to access all authorized site areas and site functionality and that all user activity and engagement with the site is logged.
- Mobile compatibility
• The Contractor shall routinely scan and validate that HUDx components and content are compatible with all typical mobile devices, including smartphones and tablets running standard operating systems, such as Android and Apple iOs, etc. Upon identifying issues, the Contactor shall notify HUD and take reasonable steps to resolve the issue.
