RFP Description

The vendor is required to provide a Capital Asset Facility Management System.
- Health Care System including but not limited to all structures and property, parking, sidewalks, crosswalks, freestanding signs, emergency kiosks, utilities, connecting corridors, outbuildings, etc. included within the healthcare system-wide capital asset property boundaries, and included easements of adjacent properties.
- ArcGIS Pro is a mapping application that allows users to explore, visualize, and analyze data. It also allows users to create 2D and 3D maps and share their work. 
- AutoCAD systems to create, maintain, access, and use architectural and life safety drawings of its buildings. A database shows the assignment of rooms to service lines.
- Individual personal computers with AutoCAD licenses do not enable a central common mechanism for access and collaboration among the engineers, space planners, and architects who require the same set of drawings and data to perform their daily tasks
- ArcGIS Pro will provide: 
• 2D and 3D healthcare system-wide capital asset maps
• Efficient work order management 
• Resource allocation and management 
• Space analysis and planning 
• Meeting these goals requires an enterprise-wide Capital Assets and Facilities Management (CAFM) system. This statement of work defines the requirements for a project to implement such a system.
- Integration and Implementation of Platform as a Service (PaaS)
• Implementation of the new PaaS system which includes approved space audit and also include, Building Information Modeling (BIM) with detailed architectural drawings with floor plans, number of desks and placement of desks within the rooms, occupant data (position and service), stack plans, SOC drawings, Healthcare system-wide capital asset Condition Assessment (FCA), utilities, data drops, real estate permits, key core lock numbers for each room, Space Committee approvals, environmental reports, safetydata, parking lot data, healthcare system-wide capital asset site plan, topography, seismic, and historic data of the entire PVAHCS. 
• Those plans and diagrams shall be integrated into a 3D visualization that can show different departments/services, specialties, and room types across the campus.
• The ability to see utilization analytics on dashboards and monitor Facilities Management Service (FMS) maintenance requests, Office of Information Technology (OI&T) and Interior Design (ID) installation requests. 
• All these components must be integrated into a system that is equal to or comparable to ArcGIS Pro and will utilize Google Earth with a location precision of 95% confidence where rooms are measured to within a half inch of their absolute position. 
• Floors must be located accurately within the building envelope within 3 inches of their absolute position. The building envelope itself must be located to industry standard survey grade precision +/- one half inch from absolute position.
• This will create ease of access for authorized users to acquire information in a very low friction way via normalized means. Users will be able to access this information through the VA website and mobile devices.
