RFP Description

The vendor is required to provide design, develop and implement an AI Integrated Career Pathways Platform.
- Solution will guide students from middle/high school through post secondary education and into the workforce, providing personalized insights into career pathways, programs of study, and labor market opportunities in state.
- Contractor shall:
1. Design and deploy an AI-Integrated platform that maps student interests and skills with education and training to potential career pathways in state.
2. Develop an intuitive, age-appropriate web interface for middle school through post secondary learners, parents, and educators; develop a separate web interface for administrators to access dashboards and reports.
3. Integrate data across Department, University, and labor market information systems.
4. Ensure data privacy and security in compliance with FERPA and state and federal cybersecurity policies.
5. Provide implementation, training, documentation, and ongoing support.
- User Experience and Interface
1. Provide a simple, intuitive interface for students from middle school to post secondary, parents, educators and administrators, using clear visuals and formatting, and guided navigation.
2. Deliver a responsive design and consistent user experience across desktops, laptops, tablets, and mobile devices. Solution must be fully accessible on mobile devices without requiring a separate mobile app.
3. Ensure ADA compliance with Section 508 and WCAG 2.1 Level AA standards.
4. Provide multi-language support, beginning with English, Hawaiian, and Pacific Languages, with the flexibility to expand.
- AI Model
1. Provide AI-Integrated career exploration and pathway recommendations based on user profiles, interests, skills, available education and training programs, and state workforce opportunities.
2. Incorporate institutionally approved datasets to generate recommendations, ensuring factual accuracy and preventing “hallucinations.”
3. Include Explainable AI (XAI) capabilities that allow users to understand why recommendations were made.
4. Include configurable parameters for data source updates, weighting, and filtering to maintain current and relevant guidance.
5. If de-identified record level data is attainable, utilize machine learning on prior academic history data to inform users based on patterns and trends.
- Data Integration
1. Establish secure data pipelines connecting department pathways and programs of study, university programs and workforce training, and labor market data using CIPSOC alignments.
2. Allow for periodic or automatic updates of career pathway recommendations as new learning or performance data becomes available. Maintaining data relevance and accuracy is key.
3. Support integration with external labor market data sources (e.g., BLS, O*NET, Lightcast) to enhance career insights.
4. Administrators should have the ability to view and monitor data mappings and connections through a secure interface. There must be a mechanism to validate data with the source system.
5. Log and report integration errors and data mismatches.
- Administration and Maintenance
1. Include an administrative dashboard for managing user roles, permissions, and content updates.
2. Allow for administrative review of routing rules, modes, and system prompt that determine AI-generated content.
3. Provide data update workflows and version tracking to maintain synchronization with source systems.
4. Support continuous monitoring, logging, and error reporting to ensure high system uptime and performance.
