The Vendor is required to provide professional services consisting of tree inventory and software (the “Services”).
- A public tree inventory is defined as a detailed database documenting all publicly owned and/or maintained trees, including their location, species, size, health condition, and maintenance needs.
- Perform field data collection, implement a tree inventory data management software system, and develop a comprehensive urban forest management plan.
- Provide training to City staff on system use and long-term data management.
- Estimated tree count: 4,700 trees within parks, plazas, trails, and facilities.
- Provide and implement a secure, cloud-based, web-accessible tree inventory data management software system designed for long-term use by City staff.
- The system shall require minimal involvement from City IT resources and support scalable growth of the inventory over time.

1. System and IT Requirements
• Single Sign-On (SSO) Compatibility: The system must support secure single sign-on authentication compatible with the City’s existing identity management platform (Entra or Azure).
• Security Compliance: The software provider must maintain SOC 2 Type II certification or an equivalent third-party security audit and provide documentation upon request.
• Cybersecurity Measures: Encrypted data, documented cybersecurity practices, and regular vulnerability testing.
• Licensing: Unlimited City staff user licenses with configurable, role-based access permissions.
• Minimal IT Support: No ongoing technical support or maintenance required from City IT beyond standard network access and account provisioning.
• Data Ownership: The City shall retain full ownership of all tree inventory data.
• Data Portability: Secure export of all data in open formats (e.g., CSV, Excel, GIS-compatible formats) upon request or contract termination.
2. Software Functional Requirements
• GIS-based tree mapping and data visualization.
• Mobile, web-based, or cloud functionality allowing in-field access and updates.
• Work order creation, tracking, and export capability.
• Ability to quantify and display the environmental benefits of tree assets.
• Public-facing tree map interface displaying tree locations, attributes, and benefits.
• Polygon or region-based tree data selection.
