The vendor required to provide aircraft operations counter and data collection system for include:
• The ability to track all movements, activities, and operations by aircraft equipped with FAA-approved ads-b” technology on the ground at the airport and in the air during flight within the state;
• The ability to provide aircraft positioning with an accuracy within ten (10) feet;
• The ability to provide aircraft altitude as reported by ads-b, Mlat, or other tracking methods.
• The ability to record and timestamp all aircraft movements and operations within the state and airport sponsor-defined geofenced areas and all fueling facilities, runways, taxiways, entry and exit points, parking areas, aprons, and all other areas as needed and defined by the state.
• The contractor shall ensure that the recording includes, at minimum, the following information: aircraft type, AAC and ADG by runway, make, model, and tail number; and
• The ability to download all aircraft flight paths and tracks in, at minimum, KML and KMZ file formats to be used in various applications and reporting tools, such as a historical flight map both at the statewide and individual airport level.
• The contractor shall provide other export types, as requested by the state.
- Data collection, data sources, system installation, and maintenance
• The contractor shall install the operations data counter system on-site at each airport designated by the state.
• The installation and testing of systems shall be completed for all systems prior to notifying the state that all systems are operating, and the full year of data collection has commenced.
• The contractor shall perform maintenance and replacement of the operations data counter system on site at each airport and to its online database as the need arises.
• The contractor shall begin the maintenance and replacement process within five (5) business days of identifying any system(s) not operating as intended or no longer operating.
• The schedule to complete the maintenance or replacement of the system(s) will be agreed upon among the contractor, state, and associated airport but should, at no point, exceed thirty (30) days of downtime.
• When outages for a participating airport exceed 10 days, contractor shall notify the state of the outage and shall provide an estimate for return of service.
• The contractor shall have the staffing available to complete all installations, maintenance requests, and replacements.
