The Vendor is required to provide a grant management software solution for several of its rolling and time-bound grant programs.
- The Corporation needs to be able to collect applications from businesses and individuals (“Grant Applicants”), review those applications (both for eligibility and then, in some cases, via a scoring committee), and then track and interact with awardees throughout the grant term on invoicing and reporting.
- The Corporation conservatively anticipates approximately 500 applications will be collected annually for these six programs.
- The system should include:
• A secure terminal where Grant Applicants can create user profiles, save work and submit small and large files in varying formats (Word, PDF, Excel);
• The ability for multiple external users to collaborate a single application before submission (e.g., two individuals create two logins that are both linked to the same organizational application);
• The ability for multiple internal reviewers and staff members to view and rate the pplications;
• Security protocols to ensure security of Grant Applicants personally identifiable information as well as proprietary and/or confidential information (e.g., trade secrets and Tax Identification Numbers);
• The ability for individuals or organizations to apply for multiple grants from the Corporation without being required to repopulate general applicant materials each time (e.g., organization name, address, contact information, act code);
• The ability for the Corporation to holistically see all submitted and pending applications from Grant Applicants across all Corporation grant programs, including the status of award for those applications (e.g., awarded, denied, in process) as well as the progress toward completion of awarded grants;
• The ability for an assigned grant manager for the Corporation to share applications with other Corporation staff for application review and evaluation as well as the ability for those reviewers to submit input on grants that is visible to the grant manager through the platform;
• The ability to accurately and easily review compliance and reporting for grants—including reminder emails on deadlines to awardees and ability for awardees to upload reporting documents as well as financial request documents;
• The ability to view and extract program data/files as well as program analytics.
- Provide an end-to-end software solution as well as training to support Corporation staff in buildout, testing, and deployment of the six grant applications in the software, as well as ongoing technical support as needed.
- Grant portal set up:
• Build out the grant applications into the software solution, supported by Corporation staff.
• Upload and configure historical grant program data into the software solution.
• Support continuity of operations for any grant programs that are active or accepting applications during implementation, minimizing disruption to applicants, reviewers, and Corporation staff.
- Train/Onboard Corporation staff on software utilization.
- Maintain Corporation software access and ensure software remains bug-free and accessible to Corporation and end users.
- Provide as-needed troubleshooting and technical assistance to Corporation staff for the duration of the agreement.
