RFP Description

The Vendor is required to provide a comprehensive, technology-driven platform that supports the secure, accurate, and efficient processing of both international and domestic academic records required for agency applications.
- The technology must enable agency to translate, authenticate, and validate all types of educational credentials and related documents, including those used for undergraduate, graduate, and international admissions. 
- Agency receives approximately 17,000 international applications each year, processed by Admission Services staff and campus admissions teams using multiple systems and manual steps.
- Applicants experience lengthy decision times (12–16weeks vs. a target of 6–8 weeks).  
- This will be accomplished through AI-enabled data ingestion, standardization, and calculation models that ensure high accuracy and keep complete audit trails.
- Document Ingestion, OCR, and Translation:
•    Secure upload and ingestion of PDF, JPEG, PNG, and TIFF records, including multi-page, unofficial, low-resolution, handwritten, and non-Latin documents.
•    High-accuracy OCR text extraction (printed and handwritten).
•    Machine-assisted or certified translation to English (accuracy ≥ 95%, auditable).
- Credential Evaluation and Equivalency Mapping
•    Allow agency to define custom evaluation rules, including GPA cutoffs, residency requirements, or program-specific criteria in support of campus admissions criteria.
•    Assign CIP or SCED codes to program content (domestic and international).
•    Provide a robust, customizable dashboard to monitor processing quality, processing time, and error reports. 
•    Identify and apply the appropriate grading scale, credit system, academic calendar, and transcript format for both country and foreign institutions.
•    Real-time, single-portal staff can track application status, including the number processed by application type (freshman, transfer, F-1 international) and the processing time at each step.
- Fraud and Anomaly Detection
•    Tampering, missing pages/mark sheets, typography inconsistencies, pixel/format anomalies, altered seals/signatures, and diploma mill patterns
•    Automated alerts routed to a human-in-the-loop reviewer
•    Full audit logging for AI decisions and manual overrides
•    Provide automated alerts requiring human evaluator review
•    Support a human-in-the-loop workflow for agency evaluators.
