The Vendor is required to provide a comprehensive community development, code enforcement, and building official software solution, including implementation, configuration, data migration, training, and ongoing support services.
- The City seeks a modern, integrated system to support permitting, plan review, inspections, code enforcement, case management, and related regulatory functions.
- The City seeks a cloud-based platform that improves operational efficiency, regulatory compliance, data integrity, and customer service through streamlined workflows, mobile inspection capabilities, online permitting and licensing, case management, and robust reporting and analytics.
- Solution should support current operations while providing scalability to accommodate future growth, evolving regulatory requirements, and enhanced digital service delivery.
- The resulting contract will be used to procure software licensing, implementation, configuration, data migration, training, ongoing support, and maintenance services necessary to successfully deploy and sustain the system across applicable departments.
- As development activity, service demands, and regulatory complexity continue to increase, the City recognizes the need to modernize its technology infrastructure to better support staff, residents, contractors, developers, and other stakeholders.
- The City intends to implement a single, integrated software solution that unifies Community Development, Code Enforcement, and Building Official operations into a cohesive system. 
- The desired solution should enable end-to-end digital workflows, including but not limited to online applications and payments, plan review, permitting, inspections, code case management, enforcement actions, and reporting, while ensuring data security, auditability, and compliance with applicable public sector standards.

•    Planning Applications: Submission, review, and approval workflows
•    Zoning Management: Interactive zoning maps, zoning application tracking
•    Land Development: Recurring inspections, reporting, plan review, digital stamping and ability to upload large files.
•    Business Licenses: Submission, review and approval applications.
•    Public Engagement: Comment portals, meeting notices, feedback tracking
•    Reporting Tools: Development trends, land use analysis.
- Code Enforcement
•    Case Management: Complaint intake, investigation, violation tracking.
•    Location Mapping: GIS integration for property-based enforcement.
•    Scheduling: Inspection and follow-up scheduling.
•    Evidence Upload: Photos, documents, and notes attached to cases.
•    Citation & Fines: Issuance, tracking, and payment processing.
- Building Department
•    Permit Management: Application, review, issuance, and renewal.
•    Plan Review: Digital plan submission and markup tools.
•    Inspections: Mobile inspection app, checklist templates, results logging.
•    Fee Collection: Online payments, fee schedules, invoices.
•    Certificate Issuance: Occupancy, completion, and compliance certificates.
