Records and Licensing Land Record Software Replacement

The Vendor is required to provide for records and licensing land record software replacement.
- Provide a modern, SaaS-based replacement for its current property records and marriage/civil union license system.
- The new solution should provide excellent ease of use, efficient data entry including the ability to easily correct user errors, and a strong activity audit trail.
- Provide a substantial public portal, offering property owners secure access to services provided by the office.
- The issuance and management of marriage and civil union licenses is also a primary duty of the office.
- The software currently used is not as user friendly and requires a great deal of training for staff. Some limits have been different jurisdictions’ business processes had to be considered, and uniform practices agreed upon unless we wished to pay an additional fee to create a different layout.
- Current software is data-entry intensive and very poorly laid out, making all data entry time consuming and inefficient
- Annual maintenance payments have not yielded adequate support (application fixes, application upgrades or data fixes)
- Include and address the following:
•    Indemnification for IP infringement, not subject to any limitation of liability
•    Data security obligations, including:
o    Notification of security incidents
o    Indemnification, not subject to any limitation of liability
o    Industry-standard security procedures
•    Return of data upon termination at no cost and in a form requested by the County
•    Product functionality and support services description incorporated into the agreement
•    Refund for County's early termination for cause
•    Service level commitments for uptime and product support response times, including service credit and termination with refund remedies
•    Source code escrow
•    Backup and disaster recovery obligations
•    Any applicable acceptable use or privacy policies
•    Additional cost items (or excluded services)
