The Vendor is required to provide currently reviewing its assessment and taxation systems to ensure they continue to meet operational, legislative, and service delivery needs.
- The City is entering a revaluation cycle and is seeking to modernize assessment, valuation, appeals, and taxation workflows while reducing reliance on legacy systems, manual processes, and siloed data.
- The appropriate assessment and taxation system will be one that can support the following needs:
• Support for municipal assessment and taxation operations within a state legislative context
• Support for revaluation cycles, supplemental assessments, and historical assessment data retention
• Assessment notice generation and appeals management
• Taxation extracts for interfacing with financial software to produce invoices for regular and supplemental levy processes
• Availability of APIs or documented interfaces to support system interoperability
• Export & import data option
• Report building and generation
• Document management
• Ability to export data for external analytics and business intelligence tools
• Support for audit, historical comparison, and legislative reporting requirements
• Cloud-based (SaaS) or hosted deployment models, including state data residency
• Role-based security, audit logging, and support for modern identity management
• Data migration from legacy assessment systems
• Implementation timelines and resource requirements
• Ongoing support, upgrade cadence, and service-level expectations
• Integration with ESRI ArcGIS (parcel-based data, attributes, and mapping).
