The Vendor is required to provide for a comprehensive, scalable, secure, cloud-based software-as-a-service (“SaaS”) solution designed to enable county to efficiently and fully manage and administer a registry of short term rental units and hotels operating within the bounds of county and collect occupancy tax imposed on the operators and/or owners of such establishments (“Solution”).
- The Solution must allow for the collection and remittance of occupancy taxes.
- The Solution must be a comprehensive, scalable, secure, cloud based SaaS that meets the following non-exhaustive criteria:
• Hosted cloud-based SaaS: the solution must be software as a service (SaaS) and cloud-based.
• The solution will provide a contemporary and consistent graphical user interface (GUI) across the entire Solution.
• The solution must provide recoverable backups, redundancy, and fail over measures.
• The solution provides a user-friendly online portal with web and mobile-friendly interfaces, using windows, android and apple (iOS) operating systems, for operators to register their hotel and/or short term rental unit.
• The online portal portion, other than for operator and/or county use, the solution will interface with web and mobile phone devices using windows, android, and apple (iOS) operating systems.
• The solution will provide a process to purge archived documents and/or data as specified by the county.
• The solution will provide security permissions by groups and individual county users based on roles.
• The solution will provide the ability for county users to selectively copy data to external storage media as needed based on county user needs and/or requirements.
• The solution automatically generates and sends reports to identified county officials.
• The solution will track operator’s compliance with agency real property law.
• The solution will include enforcement tools for use by the county to monitor operator violations and revoke non-compliant permits.
• The solution will automate occupancy tax collection and remittance tracking.
• Solution will compile a listing of all hotels and short term rentals not registered.
• Solution securely stores data and controls user access based on county roles.
• Solution is compliant with all applicable agency cyber security and data protection laws.
• Solution has multifactor authentication for security.
