The vendor is required to provide video detection and data collection system for include:
- System
• The system shall provide a secure web-based graphical user interface.
• The system shall support an unlimited number of concurrent logins by authenticated users.
• The system shall be fully accessible via desktop, tablet, and mobile products on chrome, microsoft edge and safari.
• The data shall be securely hosted and maintained by the service and include the following elements:
o Turning movement counts
o Automatic traffic recorder counts with classification
o Lane by lane volumes
o Bike and pedestrian volumes
o Travel time calculations
o Signal performance measures
• The system shall support live display of all telemetry data with latency not to exceed 1 seconds when LTE connection is active.
• The system shall support historical display of all telemetry data on-demand with load latency not to exceed 1 second.
• The system shall support a viewing mode in which all telemetry data is displayed overlaid onto a diagram of the intersection.
• The system shall support a viewing mode in which all telemetry data is displayed in a timing diagram format in which interval length is displayed in seconds for each signal phase.
• The system shall support display of environmental weather conditions, including precipitation and temperature, as part of live and historical viewing of telemetry data.
• The system shall provide reporting on signal telemetry, detector and alert data.
• The system shall collect, maintain, and provide all data mentioned on an ongoing basis.
- Sensors
• The system shall be able to detect vehicles, pedestrians, and cyclists.
• The sensor shall be a single 4k resolution camera per intersection.
• The sensor shall be powered by a 48 vdc power over ethernet connection provided by the camera to cabinet interface unit.
• The sensor shall provide h.264 and MJPEG image compression.
• The sensor shall have an operating temperature range of -29 degrees Fahrenheit to +165 degrees Fahrenheit.
• The sensor shall provide a view of 360 degrees with a fisheye lens.
• All mounting hardware shall be provided with the sensor.
• Shielded, outdoor, power over ethernet rated cable shall be provided with the sensor.
- Camera to cabinet interface unit (CCIU)
• The CCIU shall operate with standard 110 vac power.
• The device shall connect to the existing cabinet with port 1/SDLC bus
• The CCIU shall have an operating temperature range of -29 degrees Fahrenheit to +165 degrees Fahrenheit.
• The CCIU shall provide the 48 vdc power over ethernet connection to the sensor.
• The CCIU shall provide 4 ethernet ports, with 2 of those providing power over ethernet connection.
• The CCIU shall provide an SDLC port for detector operation in a ts2 cabinet.
• The CCIU shall have a 128 x 64-pixel OLED display.
• There shall be an optional upgrade and replacement available for the built-in solid-state drive.
• The CCIU shall acquire and record phase, channel, detector, pedestrian detector, pre-emption, alarm, and overlap statuses at a frequency of no less than 10 times per second including whether a phase is next or has a call for service.
• The CCIU shall read and distinguish between vehicle detector, pedestrian detection, and pre-emption device information from all detectors, pedestrian detectors and pre-emption devices wired into the cabinet.
• The CCIU shall detect failure of a vehicle detector, pedestrian detector or pre-emption device in either always high, or always low mode based on user configuration.
• Where provided by the controller shall read coordination information including cycle and sync status, as well as current and future coordination plan parameters.
• The CCIU shall identify flash status, stop time, external start, power restart, low battery, a serviceable call exists and has not been serviced for two cycles, or SDLC response fault.
