The vendor is required to automated cartridge case triage solution for submission to ballistic identification networks, including the national integrated ballistic information network (NIBIN) to be used by the county.
- Cartridge case triage solution that includes an automated acquisition hardware unit:
• The acquisition hardware unit shall be capable of automated focusing and lighting during ROI (region of interest) image capture of the headstamp area of the cartridge case, including breech face marks and firing pin.
• The triage solution shall automatically provide triage results using algorithms.
• The acquisition hardware unit shall provide users with the ability to triage multiple cartridge casings at the same time, including the ability to triage casings from multiple cases.
• The acquisition hardware unit shall have an automated infinite-loop carousel tray.
• The acquisition hardware unit shall have a touchscreen display.
• The acquisition hardware unit shall be capable of 3d imaging to determine firearm clusters associated with cartridge cases.
• The triage solution shall provide recommendations for the best cartridge cases to submit to NIBIN.
• The triage solution shall have optical character recognition (OCR) capabilities to assist with determining the caliber of cartridge cases.
• The triage solution shall allow case locations and exhibit locations to be geo-located using a mobile application.
• The triage solution shall provide a preliminary report of cartridge case triage results, including the caliber of the cartridge cases and the number of firearms associated with the cartridge cases.
• The triage solution shall provide reports with an incident map and the geo location of cartridge cases.
• The triage solution shall have the ability to preserve fingerprint and DNA on cartridge cases during the triage process.
• The triage solution shall use a mobile application, to allow users to enter case and exhibit data for triaging.
• The triage solution should also be used as a web portal application, to allow users to enter cases and exhibit data for triaging.
• The triage solution shall not require any specialized training for users to be able to successfully complete the triage process.
