• The vendor will take calls and receive reports from citizens and employees regarding irregular or improper practices or procedures, allowing employees to remain anonymous.

• There are at least 4 licenses and assignment rules, including a re-direct of assignment if there is a conflict of interest for an investigator.
• The reports will be submitted to the county within 12 hours.
• Phone notification for high-severity reports.
• Call specific county employees within 1 hour for high-severity reports.
- System requirements
• The system shall have the capability of maintaining the reporter’s anonymity.
• The system shall be of the type that data submitted by a reporter cannot be altered.
• The system shall comply with county security and data protection requirements.
• The system will create an incident number for each report.

• The vendor will maintain a website where citizens and employees can report irregular or improper practices or procedures anonymously.
• The website will allow the reporter to update a case with new information.
• The website will allow the reporter to upload documents.
- Phone line
• The vendor will maintain a phone number where citizens and employees can report irregular or improper practices or procedures, allowing them to remain anonymous.
• Trained humans will answer the call.
• The vendor will have sufficient employees or contracted resources to ensure humans can answer calls 24/7.
- Customization
• The website will be customized to inform viewers of the mail-in and call-in versions.
• The phone greeting will be customized to inform callers of the mail-in and web versions.
• Provide custom awareness materials regarding the hotline that the county may duplicate and distribute.
