RFP Description

The Vendor is required to provide credit card processing services to the agency.
- The Transaction Fee model is comprised of a per-transaction charge in addition to the merchant or pass through fee.
- With respect to credit card payment processing via the Web (internet access), and Point of Sale (POS), the Contractor shall implement a program that includes all payment types currently collected electronically by the State as indicated above, and allow for expansion to other applications. The proposed system shall process Visa, MasterCard, Discover and American Express brand credit & debit card, Smart Cards, Apple Pay, Google Pay, Venmo, PayPal, prepaid cards and any future card technology approved for use by the State.
- Shall implement acceptance and processing of all approved card brands or forms of payment cards and shall ensure parity by not imposing restrictions, conditions, or disadvantages on any cards that are not imposed equally on all other payment cards.
- Provide Acquiring Processor services enabling the State to accept payment via credit cards and debit cards, and other credit card processing services, in accordance with the provisions and requirements herein. 
- The payment processing system shall process card-present and card-not-present transactions.
- The Contractor shall also accept and process manual credit card and debit card transactions received by the State.
- Provide State-specified language to be displayed on the web page for the managed service fee prior to customers making payment. 
- The State shall approve and may amend the language that shall be displayed at any time under this Contract at no additional cost to the State.
- Accommodate Customers using credit/debit cards multiple times per day. However, the Contractor’s system shall detect duplicate transactions automatically and reject with appropriate message.
- Provide customer service and technical support to the State and telephone support to the general public at no additional charge to the State.
- Credit card processing service shall have a clearly defined credit card life cycle and corresponding audit trail.
- Credit card processing service shall document all steps beginning with the Customer choosing the credit card payment option, being redirected to the Contractor’s application to make the payment, and ultimately how the payment is received by the Contractor and passed to the bank, as well as the deposit to the State bank account.
