The vendor required to provide active transportation strategy for safe, equitable and comfortable alternative methods of transportation for residents, tourists, and visitors of the municipality, as well as an implementation strategy.
- Key objectives for the strategy are to:
• Produce a strategy which establishes an active transportation network for the township that identifies appropriate types of active transportation infrastructure, as well as priority routes and connectivity that will guide staff and council in establishing short- and long-term planning goals.
• Compile and assess existing active transportation infrastructure to identify gaps and barriers in terms of network connections and conditions.
• Engage the community to ensure diverse perspectives shape the strategy.
• Develop an evaluation tool to prioritize active transportation projects, and guide the assessment of future projects.
• Identify accessibility, diversity, equity and inclusionary considerations as these relate to active transportation infrastructure design and construction.
1. Existing active transportation infrastructure and network assessment
• Create a digital inventory and asset assessment of existing active transportation infrastructure within the township with a view to identify gaps and deficits in both active transportation infrastructure and maintenance.
• Further background research on population distribution and composition, current travel behavior, and existing plans and strategies will provide the consultant a context of the township together with constraints and opportunities that will frame future active transportation directions and decisions.
2. Community and stakeholder engagement program
• This strategy, the township is seeking a consultant who will facilitate comprehensive and engaging public and stakeholder involvement with various stakeholder groups including residents, council, district staff, MTO staff, special interest groups, internal departments, businesses, workers, schools, students and youth etc.
• A report on community and stakeholder engagement will be prepared and form part of the planning exercise.
• The consultant shall propose an appropriate level of public engagement based on the size and as well as their experience providing services for similar projects that outline the method(s) and tools for engaging the stakeholders in the community.
3. Development of an active transportation network and strategic plan
• The consultant will integrate the results of all background research, community and stakeholder engagement, and best practices into establishing an active transportation network for the township.
• The network will prioritize connectivity between community assets, settlement areas and existing segments, and activity hubs, identifying short- to long-term priorities as well as potential for partnerships to facilitate seamless connections.
• This will allow for informed investments in active transportation infrastructure while remaining flexible to evolving community needs.
4. Development of active transportation project evaluation tool
• The project will produce an evaluation tool that will assist township staff and council in defining active transportation priorities by assessing the accessibility, equity, connectivity, and public safety of future active transportation projects and ensuring they meet the community’s changing needs over time.
• Consideration must be given to public safety while accounting for connecting settlement areas, hubs of activities and amenities, and logical expansions to existing active transportation networks.

• The consultant will prepare material to be posted on the township website and social media pages describing and promoting the active transportation strategy process, benefits, and to advertise all public engagement events.
