RFP Description

The Vendor is required to provide to support the expansion of its media literacy education efforts.
- Develop a Teacher’s Guide and education campaign, with creative media products to equip students, parents, and educators with tools to navigate misinformation and disinformation distributed through terrestrial and digital media.
- The goal of the media literacy program is to help give educators and school districts a means to integrate media literacy education into agency classrooms.
- The goal is to identify current gaps in media literacy understanding, resource needs, and preferred information delivery methods which will inform development of a teacher’s guide and campaign messaging.
- Concepts should be bold, ambitious and incorporate strategic insight that is created to meet the voice, beliefs, existing knowledge, and values of the target audience(s) while balancing the communication goals of department.
- Concepts must address the campaign objectives, be appropriate and culturally reflective for the target audience(s), including those who primarily speak languages other than English.
- Concept can be expected to be integrated and adaptable to the following: large-scale paid media advertising campaigns, promotional events, consumer materials, and department web page.
- Foundational Media Literacy Skills (Grades K-5)
•    Understanding what media is and how it is created.
•    Distinguishing between facts and opinions in media.
•    Recognizing advertisements and persuasive techniques.
•    Introduction to digital safety and privacy basics.
- Intermediate Media Analysis (Grades 6-8)
•    Identifying misinformation vs. disinformation.
•    How to fact-check sources and recognize bias.
•    Understanding social media algorithms and their impact on information.
•    Hands-on activities such as creating a fact-checking journal.
- Advanced Critical Thinking & Media Ethics (Grades 9-12)
•    Deep dive into media ownership and its influence on content.
•    Identifying and countering propaganda and conspiracy theories.
•    Understanding emerging threats such as deepfakes and AI-generated misinformation.
•    Ethical considerations in creating and sharing digital content.
•    Practical application: Students analyze real-world case studies.
- Educator training resources including but not limited to a step-by-step guide for teachers on incorporating media literacy lessons into various subjects. This may also include professional development sessions, virtual or in-person, to support teachers in applying the guide and staying current on emerging media threats, including AI-generated content and deepfakes.
- Printable and interactive digital activities such as lesson plans, discussion prompts, videos, games, and online quizzes.
- Evaluation and assessment tools to track student progress in comprehension of media literacy as specified in the Teacher’s Guide.
- The Education Campaign will raise awareness about media literacy among students, parents, educators, and the general public.
- The Campaign Objectives are to drive engagement with the Teacher’s Guide and other media literacy resources, promote awareness of media literacy issues and the resources available, and encourage critical thinking skills in digital consumption.
- Propose a translation strategy for selecting posts to support equitable access for non-English speaking audiences. Such tools, guides, and educational resources shall be made available for public distribution via the online hub hosted and otherwise maintained by department.
- Develop web-ready content, to include resources, quizzes, real-world misinformation case studies, and blog posts, in a format compatible with department systems to enable upload to a dedicated website. Content should be developed in English.
- Social Media Campaign:
•    Short, engaging videos (e.g., vertical video spots) & infographics explaining key media literacy concepts.
•    Interactive challenges such as “Spot the Fake” contests.
•    Collaboration with influencers and educators to amplify messaging.
- Community Engagement Initiatives:
•    To aid in department or its facilitators in hosting statewide media literacy workshops in schools and libraries, Contractor will develop and provide content, toolkits, and presentation materials. As part of these efforts, the Contractor will support professional development events for educators focused on timely challenges such as misinformation, AI-generated content, and deepfakes.
•    The Contractor will engage universities and nonprofit organizations to support research on media literacy effectiveness and promote advocacy efforts. Partnerships may include educational institutions, and nonprofits. These partners will help to validate content, write op-eds, co-host events, or contribute data and or insights for public messaging. 
- Website analytics to show website visitor counts, time spent on resources, and downloads of educational materials.
