The vendor required to provide electronic fare management system (EFMS) composed of the easy go smart card, fareboxes, ticket vending machines, platform validators, handheld validation and inspection units, customer service terminals and a web platform.
- Technical requirements
1. Standard agency smart card
• Mi-fare des-fire ev-1 smart card (2k or 4k)
• Card measures 85.725mm x 53.85mm (3-3/8” x 2-1/8”)
• Printed on both sides with agency supplied and approved color artwork
• Laminated with a protective matte finish to reduce binding in card issuance machinery
• Card serial number printed in white on back of card in 64-bit decimal-standard format (16 digits)
• Certified for use on agency fare equipment by the agency
• Injected with agency secure keys and loaded with agency EFMS application
• Ready to be issued for use by agency fare equipment
• Provided together with a file (.csv preferred) containing the card serial number, a batch id and date of production for each card.
• An estimated average lead time to produce and deliver 100,000 standard agency smart cards should be provided.
• Respondents should identify the location of facilities where the cards would be produced.
2. Other electronic fare media
• The agency photo smart card
o The same technical requirements as the standard agency smart card with the addition of a blank space to allow agency to overprint a user’s photo with its own card printer.
• The agency accessible smart card
o The same as the agency photo smart card with the addition of the letter’s “agency” embossed in braille and an orientation notch to allow visually impaired customers to identify and use the fare card correctly
• Agency test cards
o Occasional small orders of cards loaded with the same application but secured with the keys for use in the agency test environment
o These cards would be unprinted save for the card serial number on one face, in black.
• Limited use media
o Agency uses mi-fare ultralight-c limited use media (LUMS) as pre-loaded multi ride cards containing two electronic tickets (e-rides).
o Limited use media (LUMs) are pre-issued, loaded and ready for use on all agency fare equipment.
o These are produced as Diecut LUMS with the same dimensions as the standard agency fare card.
o When validated, one e-ride is deducted from the card balance, and a transfer is written to card memory by the validating device.
o The LUM stores no transaction history and cannot be reloaded.
o Supplier should indicate their ability to directly supply the LUMS pre-issued, loaded and ready to use in boxes of 400 cards to agency.
3. Additional and optional features:
• Mi-fare des-fire ev-2 or ev-3 based fare cards with the same configurations as above, should agency decide to transition to a newer card or should the ev-1 become unavailable
• EFMS smart card(s) as stickers, fobs, wristbands or other non-traditional media for promotional purposes
• Direct to customer card production where cards are produced by the supplier pre-issued as active agency fare cards and delivered directly by the supplier to registered agency customers.
• The receiving customer would then be able to add the issued card to their account on agency web portal and purchase fares to be loaded to it.
• Capabilities to produce short-run EFMS fare cards for promotional purposes, based on the descriptions above but with different artwork than the standard card.
• Indicate minimum order size and lead time.
4. Card virtualization and conversion to account based ticketing
• Virtualized fare cards into mobile wallets
• Transitioned from card-based fare systems to account based ticketing (ABT) and converted their cards into secure tokens.
