RFP Description

The Vendor is required to provide media buying services to support education/outreach campaigns.
- Media buying services will require audience identification, budget parameters, and negotiations with media outlets, ad placements, make-good verification, and post-buy analysis.
- Conducts educational campaigns to raise awareness about the effects of individual behavior on surface water quality, volunteer opportunities to protect local waterways, flood safety, storm drainage infrastructure and our organization’s mission, priorities and programs.
•    Surface Water Quality Education: Messaging includes surface water quality, storm water pollution, watershed awareness, pollution prevention, Creek Week, and similar topics. 
•    Flood Safety Education: Messaging includes the importance of floodplains, flood risks, flood insurance and storm preparation.
•    Volunteer Education: Messaging includes volunteer opportunities to protect and improve creeks and lakes.
•    Storm Drainage Infrastructure Education: Messaging includes how drainage infrastructure carries rainwater throughout our community, storm drainage improvement projects, and the importance of repairing and replacing infrastructure.
- Media Buying Services objectives:
•    Create a 3-year Media Buying Strategic Plan for educational campaigns based upon market and media research.
•    Create a fiscal year budget tracker and ensure services are provided on time and on budget.
•    Monitor and inform agency about new and emerging media services and methods.
•    Utilize the most efficient combination of advertising media to meet strategic goals.
•    Efficiently schedule, place and manage media buys.
•    Reach the target audience on a regular basis to maximize impressions and engagement.
•    Provide monthly and annual media performance data for each educational campaign.
•    Process and pay invoices to media outlets directly. Affidavits should show evidence of satisfactory payment history between the firm and the media outlets.
•    Utilize best practices to ensure accessibility and effective communications for all.
