The Vendor is required to provide consultants to assist the authority in providing public communications and community outreach support for rail capital projects.
- Consultant team must demonstrate the ability to:
• Highlight project benefits and create public awareness, understanding of and confidence in rail improvements
• Empathize with members of the public regarding construction impacts
• Maintain and expand the stakeholder database
• Conduct multilingual outreach
• Foster positive working relationships with residents, businesses, local jurisdictions, and other stakeholders within and outside of project areas
• Plan and execute community meetings as needed and staff community and popup events
• Decipher technical information and communicate it to the public through written and visual materials in a manner that is understandable and relevant
• Identify potential problems for early resolution, and establish rapport and relationships with members of the project team, key stakeholders, and members of the public
• Utilize and tailor both traditional and digital platforms (i.e. social media, digital technology, and/or mobile communications) to inform and engage a wide range of stakeholders
• Catalog constituent correspondence via phone, email, etc., in a searchable format
• Maintain a database of project collateral, photos, and videos
• Plan and execute small- and large-scale special events
• Assist with resolving constituent issues
• Coordinate large-scale canvassing efforts
- Graphic Designer – The Graphic Designer will be responsible for conceptualizing, designing, and producing high-quality visual communications – both online and in print – that are clear and informative and that establish or enhance the public’s understanding of projects and associated activities. Examples of deliverables include flyers, brochures, poster boards, maps, infographics, short social-media videos, and advertisements.
- Account Coordinator – The Account Coordinator is a junior support staff member who assists the Consultant PM and Community Liaison on day-to-day organizational and logistical needs for each project. Typical duties include content development for social media, collateral and presentations, event setup and staffing, canvassing, database maintenance and documenting outreach metrics among other tasks.

• Coastal rail stabilization priority projects
• Bridge replacement project
• Bridge replacement project
• Inland slope stabilization rehabilitation project phase ii (six locations)
• Orange county maintenance facility

2. Appropriate outreach tactics/tools may include:
• Print communications (e.g., flyers, postcards, door hangers, etc.)
• Digital communications (e.g., emails, social media, project webpage, geofenc ads etc.)
• Signage
• Mail house services
• Virtual meetings
• Public event/community meeting
• Presentations
• Stakeholder briefings
- Special Events Planning
• The Consultant may be required to provide event production, management, and/or support for project milestones.
• The Consultant will be responsible for planning and executing the events, coordinating logistics with the Project contractor and partner agencies.
• The Consultant will be asked to retain vendors and ascertain sponsorships for catering, audio/visual, staging and seating, event signage, and other event materials.
