RFP Description

The Vendor is required to provide comprehensive services for the district including brand strategy and planning; creative development and production; public relations; digital, website and social media management; and media planning and buying.
- Serve as the primary marketing, communications, and outreach partner for the district and be responsible for planning, executing, coordinating, and evaluating initiatives that advance the district goals related to brand awareness, visitation, hotel demand, and overall economic vitality within the district.

•    Continue developing beach as a premier resort destination.
•    Increase tourism in the area.
•    Expand business revenue and stimulate economic growth.
•    Enhance the physical appearance and overall attractiveness of the district.
•    Develop pedestrian-friendly environment.
•    Create a unique sense of place for visitors to enjoy.
•    Improve the overall image of the beach.
- Responsible for identifying, articulating, and expressing the destination’s most compelling and differentiated brand attributes in a manner that is credible, competitive, and resonant with target audiences.
- Services include:
•    Brand repositioning and management: develop and manage destination positioning, messaging, creative direction, and production that reflect beach’s character and identity.
•    Integrated annual marketing plan: develop and execute a comprehensive annual marketing plan with measurable outcomes that positions beach as a distinctive beachfront destination.
•    Advertising: plan, develop, produce, and place advertising across digital, print, broadcast, outdoor, and emerging platforms, including media planning and buying.
•    Public relations and earned media: execute proactive media relations, storytelling, and influencer engagement strategies to generate regional, national, and international coverage that elevates destination credibility and visibility.
•    Website management: manage, host, and maintain discoverftlbeach.com, including design, content development, updates, functionality, optimization, and performance across evolving digital discovery and search environments.
•    Analytics and reporting: track and analyze key performance indicators, including web, social, email, and campaign metrics, and provide monthly performance reports and quarterly reviews with insights and recommendations.
•    Social media management: develop content; manage publishing, engagement, and community interaction; and maintain an integrated content calendar coordinated with businesses, event organizers, and the city. The agency shall produce a minimum of twenty (20) posts per month across district social channels and remain flexible in adjusting strategy as conditions require.
•    Photography and videography: maintain a regular in-market presence to capture high quality photo and video assets and manage a continually refreshed library of destination visuals.
•    AI-enhanced digital optimization and search visibility: apply AI-enabled tools and techniques to improve digital and website performance, strengthen search discoverability, support content development and enhance digital storytelling.
•    Email marketing: manage subscriber databases; develop and distribute consumer facing campaigns and newsletters; and track engagement to drive visitation and repeat stays.
•    Business-to-business communications: distribute regular updates to district businesses regarding district initiatives, opportunities, and programs.
•    Event promotion and activations: support district -sponsored events through coordinated marketing, partner amplification, on-site activations, and ROI measurement tied to engagement and hotel demand.
•    New initiatives: propose innovative marketing activities in collaboration with the district advisory committee.
•    Brand operations support: provide support for branded materials, grant-related communications, and committee-led initiatives as requested.
•    Representation and outreach: attend and present at district advisory committee, chamber of commerce beach council, visit beach meetings, etc. As required.
•    Direction and oversight: implement district initiatives as recommended by the district advisory committee and as directed by the city manager or designee and contract manager.
