RFP Description

The vendor is required to provide temporary staffing for necessary support, benefits, and coaching, and payroll services to temporary personnel.
- Temporary staff may be needed to provide support to all segments of the organization; including administrative, paraprofessionals, professional administrative, and technical roles.
- Staffing services ordering and fulfillment process
1. Identification of need
•    Position title(s) needed
•    Services required
•    Qualifications, skills, and experience needed
•    Timeframe required (projected start and end dates)
•    Location of facility
•    Any other relevant details
2. Recruitment and screening of candidates
•    Recruit, screen, and select qualified candidates
•    Conduct skills assessment testing with documented results
•    Submit candidate resumes and assessment scores for consideration
3. Onboarding and pre-employment screening:
•    Perform background checks (inclusive of criminal reports), employment verification, and drug screening before start dates 
•    Confirm successful completion of pre-employment screening and provide agency with final recommendations.
4. Commencement of services: 
•    Completion of onboarding and pre-employment screening, the selected candidate(s) shall commence services at the agency site or designated work location on the agreed start date.
5. Dedicated account manager
•    Single point of contact for agency staff and contractor personnel.
•    Responsible for overseeing contract activities, providing training, resolving issues, and ensuring service quality
•    Ensure compliance with all federal, state, and local labor and employment laws
6. Administrative support:
•    The contractor shall ensure personnel do not work without a valid purchase order. 
•    The contractor shall ensure personnel adhere to assigned schedules, maintain accurate time records for personnel, and submit them to agency for approval.
•    No overtime will be allowed without prior written authorization. 
•    The agency hiring manager will coordinate all communications with the account manager. 
•    Provide quarterly performance reports, including KPIs
7. Invoicing and payment:
•    The contractor must perform all timekeeping, payroll, coaching, and counseling support for all assigned personnel. 
•    The contractor shall submit invoices in accordance with the agreed fee schedule and billing cycle. 
•    agency shall remit payment in accordance with the contractor's payment SLA, which shall be 30 days from the date of a valid invoice, unless otherwise agreed in writing.
- Direct hire of temporary personnel
•    Water reserves the right to directly hire any temporary service employee provided by the vendor at no cost to agency water, provided that written notification is given to the vendor within thirty (30) calendar days of the employee’s initial placement. 
•    This clause supersedes any placement fees or conversion charges typically associated with such hires.
