The vendor is required to provide survey administration and data collection services for include:
- Survey requirements
• Program the instrument for both intercept-compatible and online formats
• Ensure accurate skip logic, question routing, and bilingual consistency
• Implement randomization and blocking for SP questions as required
• Test and validate the programmed instrument
• Support modifications to the SP design following the pilot, if needed
• Develop any recruitment materials (e.g., postcards) needed for participation
- Sampling and recruitment requirement
• Meet minimum sampling targets provided by institute
• Address strata such as border crossing, mode, direction, time period, user type.
• Include feasible strategies to reach both non-commercial motorized travelers and pedestrians
• Provide approaches to reach key subgroups such as students, commuters, shoppers, medical and dental travelers, veterans, and ADA users
• Identify methods to mitigate nonresponse
• Demonstrate feasibility in high-throughput environments
• Proposed sampling methodology
• Recruitment strategies
• Expected productivity
• Quality control procedures
• Assumptions used in developing the plan
- Data collection requirements
• Are appropriate for high-traffic border crossing environments
• Support bilingual administration
• Align with the approved sampling plan
• Provide opportunities for participation among individuals with limited time or accessibility constraints
• Provide self-administered options when appropriate
• Comply with board and data security requirements.
