The vendor required to provide temporary staffing agencies services shall be provided on an as needed basis and may include short-term, long-term, seasonal, project-based, and temp-to-hire assignments.
1. Recruitment, screening, and placement
• Recruit and maintain a robust pool of qualified candidates.
• Conduct the following screenings (at a minimum):
o Criminal background checks
o Employment verification
o Reference checks
o Education and license verification
o Drug screening (if required by the city)
• Submit qualified candidate profiles within 24–48 hours of request (or timeframe specified by the city).
• Coordinate interviews when requested.
• Ensure all candidates meet or exceed job requirements.
2. Assignment management
• Manage onboarding and placement of temporary employees.
• Ensure assigned staff understand job duties, schedules, and reporting procedures.
• Replace unsatisfactory employees within 24 hours of notification.
• Handle all employer-of-record responsibilities including:
o Payroll
o Taxes
o Workers’ compensation
o Unemployment insurance
3. Job classifications
• Administrative positions (secretaries, receptionists, executive assistants)
• Customer service representatives (call-center, sales, cashiers, other customer support roles)
• Human resources support staff
• Accounting clerks, finance technicians and payroll clerks
• IT support technicians
• Engineers and analysts
• Maintenance workers and general laborers (construction, mowing, landfill, streets, parks, concrete and paving crews)
• Public works support staff
• Project managers and change management
• Other positions required by the city.
