The vendor required to provide third party administration for cobra and domestic partner and retiree continuation coverage, with a plan effective date of May 1, 2026.
- Objective
• To obtain the best services for the county and ultimately establish an agreement for the delivery of third-party administration of continuation coverage for cobra, retiree, and domestic partners.
• To ensure compliance with current and future cobra regulations as mandated by the department of labor.
• To ensure accurate and timely cobra administration, including premium collection and remittance, issuance of notices to newly eligible employees and participants subject to qualifying events, and termination of cobra coverage for failure to pay premiums.
• To provide continuation of coverage election forms to employees and dependents based on type of qualifying event as mandated by the department of labor (separation from employment, divorce, death, disability, 18-month extensions due to a second qualify event, etc.)
• To process elections, provide premium billing notices and process payments as mandated by the department of labor.
• To process retiree elections, accurate retiree billing, premium collection from various sources including state retirement system, and accurate premium payment to vendors and county and reporting plus reconciliation of premium collected.
• To facilitate accurate reporting of cobra and domestic partner and retiree status to the county via a complete set of online management reports and queries.
• To facilitate accurate payment and reporting of cobra and domestic partner and retiree coverage premiums to health, dental, vision and stop loss plan providers.
