The vendor required to provide ATM services to satisfy the needs of the public, while optimizing annual operating revenues for the city and its ATM services partner.
- Requirement:
• The provider shall furnish, install and make operational an ATM at the requested location(s).
• The provider shall be responsible for all installation costs associated with the ATM machine(s).
• The ATM machine(s) shall be installed securely.
• Provider shall be required to remove the ATM machine(s) and ensure that the location is restored in full to its original condition.
• The ATM machine(s) shall be a current model and must utilize wireless service so that the city phone lines will not be affected.
• The ATM machine(s) must, at minimum, accept Mastercard and visa to dispense cash.
• The ATM machine(s) and any equipment, fixtures, phone lines, insurance, etc. Necessary for the operation and complete maintenance of the ATM machine(s), except for electrical service connections and electric service which will be provided and paid for by the city.
• The ATM machine(s) provided shall be in good operating condition.
• The provider shall retain ownership of the ATM machine(s) throughout the term of the agreement.
• No trade promotions may be installed and attached to the ATM machine(s) without the prior written approval of the city.
- ATM unit
• Meet ADA regulations, including approach height and reach requirements and accessibility for those who are visually impaired;
• Do not display any advertising media (including screen savers);
• Are front-loading and mounted flush to walls (where possible) or where previously approved by the city;
• Are clean, attractive, functional, user-friendly, resistant to rough usage, modular and possess the ability to incorporate new features and capabilities, as such may be introduced during the agreement term;
• Are equipped with an audible (or silent, if continuously monitored) alarm, or other appropriate mechanism to alert the provider to malfunctions, tampering or servicing needs;
• Must possess or be equipped with a color monitor;
• Must offer the capability of being programmed in a minimum of one (1) additional language other than english;
• Must have a twenty-four (24)-hour service number with procedures for reporting problems prominently posted on the unit; and
• Must reflect the provider's name, ATM unit number, location and a twenty-four (24)- hour toll-free telephone number in a clear location on the machines for inquiries, maintenance issues, customer service issues and complaints.
- ATM unit capabilities
• Support cash withdrawals and advances and additional, electronic-only banking services, including, but not limited to, account balance inquiries, and transfers;
• Offer a customer receipt option;
• Be operational and available for use twenty-four (24)-hours daily (including holidays), but not less than during the city’s operating hours of 7:00 am – 6:00 pm;
• Must be capable of executing transactions using a variety of credit, debit and ATM cards;
• Must clearly display all instructions necessary to enable customers to operate the unit and include a listing of all ATM transaction fees, surcharges or other fees charged and to whom the fees and surcharges apply;
• Must offer information, either electronically displayed or permanently affixed to the unit, pertinent to obtaining ATM services and refunds; and
• Must conduct and process all transactions in united states currency, using twenty-dollar ($20.00) bills, at a minimum, as the primary denomination for withdrawals.
• Other bills may be offered as well.
