The Vendor is required to provide investment advisors who are registered with the commission and the board to provide non-discretionary portfolio management services for the district’s investment portfolio.
- Provide certain services related to the investment of District funds, including the execution of securities purchases/sales for the District’s operating and bond funds, investment advice, investment reporting, and review of the District’s Investment Policy and Procedures.
- Day to day management responsibility for the investment program is delegated by the CFO, as investment officer, to the Accounting staff. The advisor will receive instructions regarding securities purchases/sales from Accounting authorized staff.
- Be either completely independent of any financial institution or securities brokerage firm; or fully and continuously disclose any relationships with such financial institution(s) and/or securities brokerage firm(s), and further disclose any commissions, bonuses, or soft-dollar payments resulting from the firm’s relationship with the District.
- Review and recommend changes to the District’s Investment Policy.
- Review the present investment management procedures and documentation and propose improvements.
- Assist in developing and implementing investment strategies and cash flow analysis that will enhance portfolio performance under current and anticipated changes in market conditions within the parameters of established investment policies and cash flow needs. Make presentations to the District’s Audit Committee, as needed, to support recommendations relating to investment strategy.
- Provide non-discretionary management of the District’s investment portfolio by acting solely in an advisory and administrative capacity within the guidelines of the District’s Investment Policy.
- Provide detailed monthly reports, in a format acceptable to the District, which includes the following information on each security: par value, cost value, book value, and market value. Review all investment reporting for adequacy of information and presentation format for maximum benefit and understanding. Provide monthly and quarterly Portfolio reporting.
- Provide ongoing credit review of the District’s banking institutions and financial counter-parties. Obtain and maintain all statutorily required broker certifications.
- Determine the efficiency and effectiveness of the current banking structure and possible recommendations for improvement. Prepare and evaluate the bidding and awarding of banking services.
- Determine if the District has any audit, operational or policy exposures in the Treasury area.
